The cover model is the very beautiful Naomi Sims. Here's an extract from Wiki about this historically important magazine:
She also appeared on the cover of the October 17, 1969, issue of Life magazine. This made her the first African-American model on the cover of the magazine. The images from the 1967 New York Times fashion magazine cover and the 1969 Life magazine cover were exhibited at the (recent) Metropolitan Museum of Art in an exhibition entitled The Model as Muse.
Note this issue is dated Feb '70, so it must be a British edition.
