This is the fashion magazine Marie Claire, which originated in France, being the first edition published.  It wasn't until the 1980s that Japanese, German, British and American editions of Marie Claire began to print.

This is the 12th issue - a very rare and early issue indeed.  

French Marie Claire was published weekly in the 1930s and this issue is dated 21 Mai 1937.
